Five Things Have Changed. That Is Why Mumbai 3.0 Matters Now.

This is no longer only a future-infrastructure story.

Atal Setu

Mumbai moved closer.

Atal Setu has connected Mumbai directly to the Navi Mumbai–Raigad mainland since January 2024, materially improving regional access. MMRDA describes it as a regional-development project designed in part to support Navi Mumbai and Raigad's growth.

Navi Mumbai International Airport

The airport is no longer "upcoming."

Commercial operations began on 25 December 2025, converting one of the region's biggest anticipated infrastructure catalysts into operating infrastructure.

KSC New Town

124 villages now have a formal planning framework.

MMRDA has been appointed New Town Development Authority for 124 villages across Uran, Panvel and Pen, covering approximately 323.44 sq km.

Mumbai 3.0 Master Plan

Singapore's Surbana Jurong is now planning the city.

MMRDA signed the Mumbai 3.0 planning agreement with Surbana Jurong in August 2026. The consultancy programme calls for the final concept plan after its initial 30-week planning phase.

Development has started moving on the ground

Planning is beginning to turn into implementation.

MMRDA announced in April 2026 that it had already secured 216 acres for the Raigad–Pen Growth Centre under its participatory land programme.

The opportunity lies between "nothing is happening" and "everybody already knows."

Mumbai 3.0 is increasingly somewhere between those two points.

Infrastructure Brings People In. Economic Activity Can Reprice the Land.

Mumbai 3.0 isn't being planned as another bedroom suburb.

MMRDA describes KSC New Town as having the potential to develop into a logistics hub, data-centre cluster, IT/ITeS and fintech destination alongside offices, universities, housing, research and commercial development.

MMRDA's stated vision includes the potential for:

  • Logistics & Transport
  • Data Centres
  • IT & ITES
  • Fintech
  • Offices & Commercial Districts
  • Universities & Research
  • Residential Development
  • Retail & Entertainment

Roads can change accessibility.

Jobs and economic activity can change what land is worth.

That is the larger Mumbai 3.0 investment thesis.

The opportunity is not simply to buy inexpensive land.

It is to identify land that could become more useful, more connected and more desirable as the city develops around it.

Investors who value stronger current infrastructure and identifiable economic catalysts.

Uran offers one of the strongest existing connectivity stories because of Atal Setu, JNPA/JNPT, port-led economic activity and its position within KSC New Town.

But the label "Panvel land" covers very different planning environments. A KSC village, NAINA land, established Panvel and airport-influence land are not automatically comparable investments.

What Is Mumbai 3.0 / KSC New Town?

Mumbai 3.0, also commonly called Third Mumbai, refers to the emerging new urban-growth geography on the mainland side of the Mumbai Metropolitan Region.

The formally notified new town at the centre of this development is Karnala–Sai–Chirner New Town, or K.S.C. New Town.

On 15 October 2024, the Government of Maharashtra appointed MMRDA as New Town Development Authority for 124 villages across Uran, Panvel and Pen talukas in Raigad district. The designated KSC New Town area covers approximately 323.44 square kilometres.

The notified area incorporated villages that previously sat within different planning frameworks: 80 from NAINA, 33 from Khopta New Town, two from the Mumbai Metropolitan Regional Plan and nine from the Raigad Regional Plan.

This is an important distinction for anyone searching online for Mumbai 3.0 land, Mumbai 3.0 plots, Third Mumbai plots, KSC New Town land or MMRDA plots in Mumbai 3.0.

"Inside the Mumbai 3.0 story" and "inside the officially notified KSC New Town area" are not necessarily the same claim.

For an investor, AcreFlow therefore goes progressively deeper:

  1. Mumbai 3.0
  2. Taluka
  3. Village
  4. Survey/Gut Number
  5. Exact Parcel
  6. Entry Price

The closer the analysis gets to the actual parcel, the more useful it becomes.

Land & Plots in Uran, Panvel and Pen

Plots in Uran and Land for Sale in Uran

Uran is one of the most important Mumbai 3.0 search markets.

Investors searching Google for plots in Uran, land for sale in Uran, agricultural land in Uran, NA plots in Uran, investment land in Uran or plots near Atal Setu are looking across a market influenced by the port economy, improved cross-harbour connectivity and the emerging KSC New Town framework.

Current property portals already maintain dedicated plotted-land inventories for Uran, demonstrating an established transactional marketplace rather than merely theoretical investor interest. However, Uran itself is far too broad a description for investment analysis. Increasingly, serious buyers are evaluating individual villages.

Plots in Vindhane

Vindhane is one of the KSC New Town villages generating specific investor interest.

People researching plots in Vindhane, land in Vindhane or Vindhane Mumbai 3.0 plots are typically much deeper into their buying journey than someone searching broadly for Navi Mumbai property.

For AcreFlow, village inclusion is only the first filter. The actual investment case depends on the parcel's access, title, survey location, physical characteristics, surrounding land uses and entry price.

Plots in Pirkone / Pirkon

The official village name appearing in government documentation is Pirkone, while online buyers frequently search for Pirkon.

Both spellings should therefore appear naturally on the AcreFlow website.

Anyone evaluating plots in Pirkon, plots in Pirkone or land in Pirkone should ultimately reconcile the marketing description with the official village and revenue records applicable to the specific survey number.

Plots in Punade

Punade also appears within the official KSC geography and increasingly appears in searches for plots in Punade, land in Punade and Mumbai 3.0 land in Uran.

Its investment attractiveness cannot be determined from village name alone. Road connectivity, parcel position, neighbouring development and seller pricing can create dramatically different outcomes even within the same village.

Land in Sarde / Sarade

Government documentation uses Sarde, while Sarade is also frequently encountered in property searches.

AcreFlow therefore uses both terms where appropriate for search discovery while relying on the official records for transaction analysis.

Plots in Panvel and Land for Sale in Panvel

Panvel is a considerably deeper existing property market.

Current results show substantial plotted inventory, reflecting strong existing demand for plots in Panvel, plots for sale in Panvel, land for sale in Panvel, NA plots in Panvel and agricultural land in Panvel.

Panvel's investment appeal now combines several factors: existing residential and commercial development, road and rail connectivity, Navi Mumbai International Airport and access to the broader Navi Mumbai growth story.

But not every property described as being "in Panvel" has the same planning position. A KSC village, NAINA land and an established Panvel residential plot should not be valued as though they are interchangeable.

Plots in Pen and Land for Sale in Pen

Pen has emerged as an increasingly important part of the Mumbai 3.0 investment conversation.

Investors now search for plots in Pen, land for sale in Pen, agricultural land in Pen, farmland in Pen and Mumbai 3.0 land in Pen, particularly when seeking larger parcels or a longer-term land-banking opportunity.

The commercial market is already substantial: current Housing.com results expose around 240 Pen plotted-land listings.

At the same time, Pen remains an earlier-stage investment market than many parts of Panvel. That makes careful entry-price analysis particularly important. A lower absolute price does not automatically mean better value.

Land Near Navi Mumbai Airport, Atal Setu & JNPT

Land Near Navi Mumbai International Airport

Searches for land near Navi Mumbai Airport and plots near Navi Mumbai Airport have become increasingly relevant to investors.

The airport began commercial operations in December 2025, meaning the investment thesis no longer depends on whether the airport will eventually open.

But "near the airport" is not a sufficient investment thesis.

For any parcel, buyers should ask:

  • How does the land actually connect to the airport?
  • What economic activity is likely to develop around that route?
  • Is the access operational today?
  • What planning environment applies?
  • How much of the future airport benefit is already reflected in the seller's asking price?

Land & Plots Near Atal Setu

Atal Setu opened for traffic in January 2024 and created a direct connection from Mumbai to the mainland side of the harbour.

That has increased investor interest in plots near Atal Setu, land near Atal Setu, Uran plots and land in the wider MTHL influence area.

But proximity on Google Maps is not enough. Investment value depends on how effectively the parcel connects into the road network and the economic activity the infrastructure creates.

Land Near JNPT

The Jawaharlal Nehru Port economy creates a different form of land demand.

Searches for land near JNPT, warehouse land near JNPT, industrial land in Uran and logistics land near Navi Mumbai often come from buyers evaluating commercial end use rather than residential speculation.

That makes access, road capacity, permitted use and parcel configuration particularly important.

Agricultural Land, Farmland & Farmhouse Plots Near Navi Mumbai

Not everybody looking at Mumbai 3.0 wants a small plotted property.

A significant number of investors look for:

agricultural land near Navi Mumbai, farmland near Mumbai, agricultural land in Uran, agricultural land in Panvel, agricultural land in Pen, farmhouse plots near Navi Mumbai and investment land near Mumbai.

These searches represent several different objectives.

  • One buyer may want long-term capital appreciation.
  • Another may want acreage for family wealth preservation.
  • Another wants a future farmhouse.
  • Another wants land that may eventually have development potential.

Those are not the same requirement.

AcreFlow starts with the investment objective first and then identifies the type of land that fits it.

Mumbai 3.0 Land Prices - What Does Land Actually Cost?

There is no useful single answer to "What is the price of land in Mumbai 3.0?"

Two parcels a few kilometres apart can trade very differently.

Land prices across Uran, Panvel and Pen vary according to:

parcel size, current classification, village, road access, frontage, title quality, shape, topography, existing development, planning framework and proximity to functioning infrastructure.

This is also why internet listing prices can be misleading.

An asking price shows what a seller hopes to receive. It does not automatically establish market value.

AcreFlow therefore compares a parcel with genuinely comparable land wherever reliable evidence is available.

The objective isn't to buy the cheapest land.

It is to buy land where today's price does not already assume tomorrow's success.

What Should You Check Before Buying Mumbai 3.0 Land?

AcreFlow evaluates prospective land through several layers.

Ownership & title
Who actually owns the land and whether the ownership chain supports the proposed transaction.
Revenue records & mutation history
Whether the land records are consistent with the title history.
Survey identity & boundaries
Whether the land being shown physically corresponds with what the buyer is purchasing legally.
Legal access
Whether access exists as a legal right, not merely as a path used locally.
Planning status
Which authority and planning framework apply to that particular parcel.
Reservations and acquisition exposure
Whether public-purpose planning could materially affect the asset.
Land classification and usability
What the land is today versus what the seller says it may become.
Investment case
Entry price, surrounding demand, infrastructure catalysts, holding period and likely future buyer.

Only after these questions are understood does appreciation potential become a useful conversation.

Are "MMRDA Plots" the Same as Mumbai 3.0 Land?

No.

Investors frequently search for MMRDA plots in Mumbai 3.0, MMRDA-approved plots, KSC-approved plots and MMRDA land in Uran.

But there is an important distinction.

MMRDA being appointed the New Town Development Authority means MMRDA has planning responsibility for the notified KSC area. It does not automatically mean every privately owned parcel inside the 124 villages was allotted, issued or individually approved by MMRDA.

Whenever a seller describes something as an "MMRDA-approved plot", investors should ask:

  • What exact approval?
  • Issued by whom?
  • What is the approval number?
  • Does it apply to this particular survey number?

Frequently Asked Questions About Mumbai 3.0 Land

What is Mumbai 3.0?

Mumbai 3.0, also commonly called Third Mumbai, refers to the emerging urban-growth geography around the mainland side of the Mumbai Metropolitan Region. Its formally designated new-town core is K.S.C. New Town, for which MMRDA has been appointed New Town Development Authority.

What is KSC New Town?

KSC stands for Karnala–Sai–Chirner New Town. It is the officially designated new town covering approximately 323.44 sq km and 124 villages across Uran, Panvel and Pen talukas in Raigad district.

How many villages are included in Mumbai 3.0?

The officially notified KSC New Town area includes 124 villages across Uran, Panvel and Pen.

Is Uran part of Mumbai 3.0?

A number of villages in Uran taluka fall inside the official KSC New Town area. However, investors should not assume that every property advertised broadly as "Uran" is inside the notified KSC boundary.

Is Panvel part of Mumbai 3.0?

Selected villages in Panvel taluka are part of KSC New Town. Panvel itself is a much larger property market and also includes areas governed by other planning frameworks.

Is Pen part of Mumbai 3.0?

Yes. Pen forms a substantial part of the KSC New Town geography and is increasingly relevant to investors seeking larger parcels and longer-horizon Mumbai 3.0 land opportunities.

Are Vindhane, Pirkone, Punade and Sarde in Mumbai 3.0?

Yes. The official schedule includes Vindhane, Pirkone, Punade and Sarde within the Uran-side KSC geography. Property searches also commonly use the variants "Pirkon" and "Sarade".

Has the Mumbai 3.0 master plan been finalized?

The planning process is underway. MMRDA signed its agreement with Singapore-based Surbana Jurong in August 2026 for the Mumbai 3.0 Vision Document and planning work, with a final concept plan scheduled after the consultancy's initial 30-week programme, excluding review and approval time.

Who is planning Mumbai 3.0?

MMRDA is the New Town Development Authority for KSC New Town. Singapore-based Surbana Jurong has been appointed for the Mumbai 3.0 vision and master-planning exercise.

Is Mumbai 3.0 land a good investment?

Mumbai 3.0 has a credible long-term investment thesis based on major infrastructure, an operating international airport, KSC New Town planning and potential future economic development. Whether a specific parcel is a good investment depends on the land itself, its price, access, title, planning context and holding period.

What are the best places to invest in Mumbai 3.0?

There is no universally best location. Uran may suit investors attracted to stronger existing infrastructure and port-led economic activity, Panvel offers a deeper existing market and airport-linked growth, while parts of Pen represent an earlier-stage and potentially longer-horizon opportunity. The best location depends on budget and strategy.

What is the price of land in Mumbai 3.0?

There is no single Mumbai 3.0 land rate. Prices differ significantly by village, parcel size, land status, access, road frontage, planning environment and infrastructure proximity. Investors should compare like-for-like transactions rather than relying on headline listing prices.

Where can I find plots in Uran?

Residential, agricultural and investment land is available across Uran and surrounding villages. Investors researching plots in Uran should compare different micro-markets and verify whether a parcel actually falls within the KSC New Town geography if that is part of the investment thesis.

Is land near Navi Mumbai Airport a good investment?

The airport is now operational and is an important regional catalyst, but proximity alone does not make land a good investment. Access, planning status, acquisition price and the economic demand likely to develop around the parcel remain critical.

Are Mumbai 3.0 plots approved by MMRDA?

Not automatically. MMRDA is the planning authority for KSC New Town, but private land within the notified area should not automatically be described as individually "MMRDA approved." Any approval claim should be verified against documentation for the specific parcel.

Can AcreFlow help me find land in Mumbai 3.0?

Yes. AcreFlow works on the buyer's side to identify and evaluate land opportunities across Uran, Panvel, Pen and the wider Navi Mumbai growth corridor according to the investor's capital, investment horizon and objective.

Can AcreFlow evaluate a Mumbai 3.0 plot I have already found?

Yes. Send AcreFlow the village, location, approximate area, asking price and available property information over WhatsApp. The parcel can then be assessed in the context of its location and investment thesis.

How do I speak with AcreFlow about Mumbai 3.0 land?

Use the Chat on WhatsApp button on this page and share your approximate budget, preferred area if any and investment objective.
